The Number That Someone Answers Even at Night: Safety and Counseling Services in Canton Appenzell Innerrhoden 2026
Whoever looks for a specialized service for sex work in Appenzell Innerrhoden won’t find one in the canton itself. That’s not a gap in the directory, but a consequence of size: Around 16,000 people live in the canton; there is no sex work law, no registry, no red-light infrastructure — and accordingly no specialized local contact point. Anyone who works here typically works alone, mobile or on tour, often without a colleague in the same building.
That doesn’t mean there’s no safety net. It just means the meshes of this net are tied at different addresses: in St. Gallen, partly jointly with Appenzell Ausserrhoden, partly through service agreements that the canton has concluded with external institutions. Once you’ve understood the system, you get help faster in an emergency than someone who only starts googling when the crisis hits. That’s exactly what this text is about: safety and counseling services in Canton Appenzell Innerrhoden — who is responsible for what, what costs something, what you can do without reporting, and what you can prepare yourself.
Why the Contact Point Almost Always Has a St. Gallen Address
Appenzell Innerrhoden has no separate prostitution law. There is neither a cantonal licensing requirement for sex work nor a cantonal registration office; what is regulated is regulated via building and zoning law — and that falls to the districts. If you want to know why it’s the district assembly rather than the state council that decides on spatial admissibility, you’ll find the mechanics in our analysis on why in Innerrhoden the district assembly decides on sex work, not the canton, and the zoning questions in detail in the overview on where sex work is spatially permitted at all.
For the safety question, this lack of special regulation has two sides. The good: No one gets registered, controlled, or entered into a cantonal database just because they do sex work. The less good: There’s no authority that proactively seeks contact, no outreach social work with a cantonal mandate, no office that knows you exist. The first step toward counseling is always your own.
The safety net that does catch you is a regional one. The central structure is called Victim Support SG-AR-AI — a joint foundation of the three cantons St. Gallen, Appenzell Ausserrhoden, and Appenzell Innerrhoden. What that looks like on the Ausserrhoden side, we’ve broken down separately in the overview that the safety net doesn’t end at the cantonal border.
Victim Support SG-AR-AI: The Most Important Number in the Canton
The counseling center of the Victim Support Foundation SG-AR-AI is located at Teufener Strasse 11 in 9001 St. Gallen, reachable at 071 227 11 00. It is responsible for people from Innerrhoden just as much as for people from St. Gallen — the canton is a co-sponsor, not a guest.
Three points are particularly relevant for sex workers:
Counseling is free and confidential. This is not goodwill on the part of the foundation, but federal law: The Victim Support Act provides as one of its three pillars free counseling by professionally independent counseling centers that, if needed, provide medical, psychological, social, material, and legal assistance.
It works without a report. Anyone who has been directly affected in their physical, sexual, or psychological integrity by a criminal offense is entitled to help — regardless of whether the perpetrator is known or whether a report was filed at all. If you want to get counseling without triggering criminal proceedings, you can do that. The counseling center informs about the possibilities of criminal prosecution without forcing them.
It includes more than conversations. Victim support also includes financial services: emergency aid, contribution to longer-term help from third parties, as well as compensation and satisfaction. If you need therapy, legal fees, or a transition solution after an assault, you should speak up instead of treating it as a private matter.
What Changed as of November 1, 2025
For a long time, victim support was an office-hours institution — which was a structural problem for a sector that works in the evenings and at night. As of November 1, 2025, telephone counseling is also available outside office hours: For evening and night hours as well as weekends and holidays, the Women’s Shelter St. Gallen foundation takes over this task. Appenzell Innerrhoden uses this service through a service agreement with St. Gallen Canton, which is retroactively valid from November 1, 2025 through the end of 2027.
In practice, this means: The number 071 227 11 00 remains the same, but someone new answers around the clock. In the medium term, regional telephone counseling for victims of crime is to be accessible nationwide via the short number 142. Until that’s implemented, the regional number is the safe way.
After an Assault: Emergency Assistance at Cantonal Hospital St. Gallen
For sexual violence, there’s a specialized service in the region: Emergency assistance at Cantonal Hospital St. Gallen, Rorschacher Strasse 95, reachable 24/7, 365 days a year at 071 494 94 94. The service is for people who have experienced sexual violence within the last three days and is open to women and men.
The separation of medicine and criminal prosecution is crucial. A forensic medical examination, evidence collection, and documentation can be performed in consultation with the affected person also without a prior report. In this case, there is no notification to the police, medical findings are kept confidential, and the decision on a report can be made later. For sex workers, this is the practically most important point in the whole system: You can have evidence secured without having to decide for or against proceedings the same night.
Then there’s the purely medical side. If HIV risk is a concern, post-exposure prophylaxis (PEP) is an emergency treatment with a tight time window: It must start no later than 48 hours after the risk situation, with effectiveness already diminishing after six to eight hours — the sooner, the better. The contact point is the central emergency room of Cantonal Hospital St. Gallen (071 494 11 11), which has the medications in stock and can start therapy at night. The 28-day therapy is covered by health insurance if medically indicated; whether and how victim support bears costs in individual cases is best clarified directly with the counseling center.
Sex-Work-Specific Counseling: AHSGA and MariaMagdalena
The next most relevant place for the sector is Aids Help St. Gallen-Appenzell (AHSGA), founded in 1985, which operates the specialized service for AIDS and sexual issues at Tellstrasse 4 in 9000 St. Gallen. The name carries Appenzell in its title, and that’s no decoration: Counseling on HIV, sexually transmitted infections, and sexual health is also available to people from both Appenzells.
Besides that exists MariaMagdalena, the specialized service for people in the sex trade — Friedaustrasse 1, 9000 St. Gallen, 058 229 21 67, office hours Monday through Friday 8:00 a.m.–12:00 p.m. and 1:30 p.m.–5:00 p.m., appointments outside these times by arrangement. MariaMagdalena does outreach social work, prevention, and health promotion in sex-work settings and offers free, anonymous testing for HIV and other sexually transmitted infections.
Precision is important here because a lot of half-knowledge circulates online: The public service mandate of MariaMagdalena comes from St. Gallen Canton and refers to outreach work in St. Gallen settings. The carrier is AHSGA, whose catchment area includes St. Gallen and Appenzell. If you live or work in Innerrhoden and want counseling, you should simply call and ask the question rather than answer it yourself — the fact that a streetwork team doesn’t regularly drive through Innerrhoden villages doesn’t mean the specialized center closes its door.
When Danger Sits in the Apartment: Women’s Shelter St. Gallen
Appenzell Innerrhoden has no women’s shelter of its own. Instead, the canton has concluded a service agreement with Women’s Shelter St. Gallen, which has been in effect since July 1, 2020, and regulates the financing of stays by women from the canton. Until the end of 2024, Innerrhoden paid CHF 330 per person per day for this; the revised agreement now includes an additional annual fixed contribution, to which Appenzell Innerrhoden contributes approximately CHF 7,000.
Women’s Shelter St. Gallen offers protection and targeted help for women and their children who are affected by physical, psychological, and sexual violence — explicitly regardless of nationality, religion, residence status, and age. Since November 2025, the same foundation has run the night and weekend coverage of regional victim support telephone counseling, which effectively makes the two services a single entry point.
Police: Short Paths, Small Numbers, New Law
Responsible is the Appenzell Innerrhoden Cantonal Police, Police Command at Unteres Ziel 20 in 9050 Appenzell, 071 788 95 00; in emergencies, as everywhere, 117 applies. The police station has regular opening hours (weekdays mornings and afternoons); emergency services, of course, do not.
The 2025 police criminal statistics, published on March 23, 2026, show typical fluctuations for a small canton: 611 criminal offenses under the Criminal Code, about 16 percent more than the previous year; 52 violent crimes, representing a 58 percent increase; domestic violence, on the other hand, saw a 56 percent decrease to seven registered criminal offenses, behind which lie five police interventions. With these absolute numbers, such percentage jumps say little about trends — a single case shifts the statistics by double digits. What they show is something else: The case numbers are so small that every report becomes visible. That can cost anonymity and is a real reason why many prefer to call the counseling center in St. Gallen rather than the local station.
Legally, there’s movement. At the Landsgemeinde on April 26, 2026, a complete revision of the Police Act was adopted. It establishes, among other things, threat and risk management and supplements the legal basis for police measures in the areas of removal and restraint, stalking, and domestic violence; measures to protect against domestic violence and stalking were clarified at the request of the responsible commission. The Great Council will decide on its implementation. Whether the new tools already apply at the time you read this is best clarified directly with the Cantonal Police — a date that isn’t fixed doesn’t belong in a guide.
Exploitation and Human Trafficking: Who Is Really Responsible Here
The line between self-determined sex work and exploitation doesn’t lie with the activity, but with voluntariness — and that’s exactly where small cantons lack their own structures. Studies on combating human trafficking in the cantonal context classify Appenzell Innerrhoden among cantons with few institutionalized precautions; roundtables or specialized training, as larger cantons know them, are largely missing. The answer to that is regional: Since 2024, the four Eastern Swiss cantons of St. Gallen, Appenzell Ausserrhoden, Appenzell Innerrhoden and Thurgau have strengthened their cooperation and set up a process to identify common issues and bundle solutions. In practice, Victim Support SG-AR-AI remains the entry point — it specializes in criminal offences, not in monitoring of the environment, and its management regularly speaks up in the debate on legal adjustments. For victims of human trafficking, there is also FIZ Expertise Centre for Women Trafficking and Women Migration in Zurich (044 436 90 00), which pools specialist knowledge throughout Switzerland and accepts case reports outside telephone hours.
If you’re unsure whether your own situation is „already“ something that belongs there, you should call. It’s the job of the expertise centre to make that assessment, not yours.
What the Canton Itself Offers
Within the cantonal borders there is a solid, if unspecialized, basic offering:
- find help at
ai.ch/find-help: the online directory of the Department of Health and Social Affairs with all counselling and support services for the Appenzell Innerrhoden population — filterable by topic and life situation, free of charge, usable anonymously and available in over 20 languages. For migrant sex workers without German language skills, this is the fastest way to an address in your own language. - Social Counselling Appenzell I.Rh., Marktgasse 10c, 9050 Appenzell, 071 788 10 24: an offering from the Foundation for Counselling and Social Services Appenzell Innerrhoden, which explicitly works independently of cantonal agencies and authorities — for personal, psychosocial and material difficulties.
- Addiction Counselling Centre, Marktgasse 10c in Appenzell and Kugelgasse 3 in St. Gallen, 071 788 92 59: free and low-threshold for all persons residing in the canton, individual, couple and family sessions.
- Social Welfare Office, Ratskanzlei, Marktgasse 2, 9050 Appenzell, 071 788 92 52: for questions about economic social welfare.
The financial side of self-employment — AHV registration, taxes, provisions — is its own chapter and in many cases the actual stress factor; the basics for this can be found in our article on AHV, Taxes and Self-Employment in Appenzell Innerrhoden. And if you still need to clarify whether a permit or registration is necessary at all, you will find the responsibilities in the overview of where you really go in Appenzell Innerrhoden.
Safety in Rural Areas: What You Have to Organize Yourself
In a city, the next establishment is two streets away; in the Alpstein, the next person might be a valley floor away. If you work mobile or in an apartment alone in Appenzell Innerrhoden, you replace missing infrastructure with routine:
Screening before the visit. Landline or verified number, clear arrangements in advance, no address changes at the last minute. If someone puts pressure on in first contact or constantly shifts conditions, they’ll do it later too.
A check-in system with a real person. Appointment, address, planned duration and an agreed feedback time with someone who knows what to do in an emergency — including the address they can give to the police. Automatic location sharing doesn’t replace a person who notices when feedback is missing.
Check connectivity. Mobile phone reception is not available everywhere in side valleys. Where there’s no reception, there’s no emergency call, no check-in and no location sharing. This is part of assessing the location, just like the parking situation.
Think arrival and departure separately. Public transport ends early in the evening. A return journey that only works with the guest’s car is not an option.
Handle money cleanly. Advance payment agreed, no visible cash amounts in the apartment, income not stored in the same place as work.
Know the three numbers by heart. 117 for immediate danger, 144 for medical emergency, 071 227 11 00 for everything after.

Conclusion: The Net Is There, But It Doesn’t Come to You
Appenzell Innerrhoden has no sex work expertise centre, no streetworker and no authority that knocks on your door of its own accord. What the canton has is a regional network that has become denser in recent years: joint victim support that has been available around the clock since November 2025, a women’s shelter place via service agreements, specialized emergency assistance after sexualized violence with evidence preservation without obligation to report, and a basic counselling service in the village itself, which can be found in over 20 languages via ai.ch/find-help.
The difference between „available“ and „useful to me“ is a single preparation: save the numbers once before you need them, and when in doubt, call earlier rather than later. Counselling costs nothing, requires no report and doesn’t begin only when something has already happened.
Binding information on responsibilities, services and the status of the revised Police Act is provided by the responsible agencies: the Appenzell Innerrhoden Cantonal Police, the Department of Health and Social Affairs of the Canton, and the Victim Support Foundation SG-AR-AI. For building law and zone-related questions, the respective district is responsible.
